TRANSLATION OF TELEGRAM FROM SHANGHAI DATED 31ST. OCTOBER 1905
(RECEIVED 1st. NOVEMBER).
We have received a telegram from Hankow. We have been
informed by the Viceroy of Hankow through Consul owing to
obstruction on the part of Sheng, Wu Ting Fang gentry and
Peking Officials who recommend using Native Capital as well as
Belgian French pretensions to prior claim construction Canton
Hankow Railway and the same Chinese as well as German French
claim priority with regard to Szechuen Railway Wai Wu Pu
absolutely refuse to recognise Foreign Railway Loan of any kind
for the present. The Viceroy.of Hankow says that he recognises
your offers quite exceptional and might not be obtainable later
on. As soon as he sees there is some prospect of success in
reopening the question perhaps in a few months promises
communicate with us through Consul who has telegraphed fully
the British Minister. With reference to foregoing advise
